Letter to my college and govt of Maharashtra

Dear Sir,

My dad handed over this letter to me during my last Bharat visit in July 2008. The letter says that a tuition fee waiver of Rs. 4,000 has been approved and ready for me to take it… but for year 1998-99.

After looking at this letter, I recalled all those unfortunate moments from my memory which this money could have helped me avoid had it been received on time, ten years ago. It was worst financial time for my parents who were funding my education. It would have served me a good food for a whole semester… I remember a semester when I had to take my meals in a “zunka-bhakar Kendra” in Shivaji Chauk… and sometimes I couldn’t even afford enough of zunka-bhakari as I had no money in pocket. This money would also have saved a lot of time that I wasted in waiting for a lift to college as I could not afford auto rickshaw or even bus sometimes. Or it could have given my parents little comfort to buy enough grocery and edible oil or a pair of chappals which they could not afford at times.

From the years of 1995-96 through 1998-99, without fail, I applied for these fee waivers under the scheme of primary school teachers’ children education program. Only one of those waivers was received while I was studying. And this is second one… where are other two?

By the grace of good lord, now this letter has no physical importance in my life. But I still want to dig it down so that no other eligible student would face financial humiliation because of unreasonable college and government staff.
